Phoebe Living & Learning Community Wins Statewide Award for Civic Development

LLC Aerial WideAlbany, GA | September 24, 2025 – The Phoebe Living & Learning Community has been recognized as the 2025 Excellence Award Winner in Civic Development by ULI Atlanta, a District Council of the Urban Land Institute (ULI). ULI Atlanta recently hosted an awards ceremony that celebrated the 30th anniversary of their Awards for Excellence – the organization’s signature program that recognizes transformative projects across Georgia that exemplify innovation, sustainability, and community impact in land use and development. Selected from 50 nominees and 15 finalists statewide, the Phoebe Living & Learning Community was one of just seven projects honored in various categories for excellence this year.

The three-story facility, located on the historic site of the former Albany High School, was a collaboration between Phoebe Putney Health System, Albany Technical College (ATC), DAG Architects – Atlanta, and Pellicano Construction. The project blends education, housing, and heritage preservation into one innovative development.

  • Educational Space (First Floor): Classrooms, simulation labs, skills training units, and academic support areas.
  • Residential Space (Second & Third Floors): 80 fully furnished apartments in a mix of one-bedroom, studio, and two-bedroom layouts.
  • Community Heritage: Salvaged architectural elements incorporated throughout the facility to honor the legacy of Albany High School.

“This award reflects what strong partnerships can achieve. Pellicano Construction, Albany Technical College, and DAG Architects have been outstanding collaborators. Together, we created a transformative space that continues the legacy of learning on this historic site while expanding health education and career opportunities for our region. We are proud to see other technical colleges across Georgia exploring similar models to meet workforce and community needs,” said Tracy Suber, EdD, Vice President for Education at Phoebe Putney Health System.

ULI2The Phoebe Living & Learning Community opened in August 2024 on Phoebe’s main campus in Albany and is the home of ATC’s nursing, practical nursing, nurse aide and phlebotomy programs. It offers state-of-the-art learning environments, including simulation and skills training labs, alongside modern residential spaces designed to support the next generation of healthcare professionals.
