Below are several frequently asked questions and answers about the Living & Learning Community.
1. Will on-site staff be available to give potential residents tours of the apartments?
Yes, Live Oak Properties will be on-site to give tours of the facility.
2. How is the rent structured (monthly, per semester, etc.) at the Phoebe Living & Learning Community?
Rent will be due each month with flexible lease terms available through Live Oak Properties.
3. Are there any additional fees (application fee, security deposit, etc.)?
Additional fees include:
- Application: $35 dollar application fee due at time of application submission.
- Deposit: Resident is required to put down a deposit equal to one month lease payment ($875 or $925) depending on if they are in a studio or one-bedroom. That is due at the time of lease signing.
- Insurance: Renters insurance is required for each tenant. Typically ranges from $15 to $30 per month, however it depends on the amount of personal property coverage. Minimum coverage amount is explained in the lease agreement.
4. Are there options for short-term leases?
No, subleasing is not available.
5. What is the expected timeline for potential residents to receive housing acceptance notifications?
Potential residents should receive acceptance notification from Live Oak Properties within 5 to 10 business days, after all leasing documents and fees are received from the resident.
6. Are there fees for late payments?
Yes, there will be late fees assessed for late payments received.
7. Are there specific move-in dates and procedures?
Yes, Live Oak Properties will coordinate move-in dates and explain procedures.
8. Who do I contact if I have questions regarding Phoebe Work commitment?

9. If I am a current employee at Phoebe and opt for the work commitment program, will my existing tenure count towards fulfilling the work commitment requirements?
No, work commitment requirements begin upon completion of your LPN or RN degree program.
10. Could the Phoebe Work Commitment support students who do not intend to live in the Living and Learning community with a housing allowance, if they intend to be a full-time nurse at Phoebe upon graduation?
No, the Phoebe Work Commitment program is only for students living in the Learning & Learning Community.
11. What are the tax implications for students signing a Phoebe Work Commitment?
If a student meets all requirements outlined in the Living & Learning Community agreement, including working for Phoebe the specified amount of time, the loan will be forgiven. However, the amount of the loan (for housing) and interest accrued on that loan, will be taxable and a 1099 will be issued for the amount. The resident/student is responsible for paying taxes on the tuition and interest. The resident/student is not paying money back to Phoebe, but the amount that Phoebe loaned the student will be taxable once the student becomes employed as an LPN or RN for Phoebe. The loan amount will be reported to the employee (student) on a 1099 based on the duration of their lease. If the student does make it through the program, quits, or does not come to work for Phoebe, then the entire amount of tuition plus interest will be owed to Phoebe Putney Health System.
12. Are children, spouses, or partners (girlfriend or boyfriend) allowed to live with the resident in the apartment?
Legally married spouses may live in the apartments. Children are allowed, however, they must have an individual bedroom.
13. Are there quiet hours?
No, there are not quiet hours.
14. Are there any restrictions on delivery services?
Residents are expected to meet all delivery services at entrance door. Delivery services will not have access to the building.
15. Will there be a common area for private events?
No, there are no common areas that will accommodate private events.
16. Are there organized community events for residents?
Yes, Albany Technical College will organize social events for residents.
17. Will there be on-site maintenance staff?
Yes, maintenance staff will be on-site during scheduled office hours. There will be an after-hours telephone number and email available to residents.
18. Will there be a management office on-site?
Yes, Live Oak Properties will have an office on-site with posted hours.
19. How long does a resident have to move out after graduating from the program?
Residents who are graduating have until the end of the month that graduation occurs.
20. How long does a resident have to move out if they are dismissed from the Nursing program?
Residents who are dismissed from the Nursing Program have until the end of the month the dismissal occurs.
21. Are there move-out inspections and potential charges for damages?
Yes, apartments will be inspected got damages once a resident moves out and there will be potential charges if there are damages to the unit.
